Short description

Lambeth Council is seeking a provider to deliver a high support specialist Dual Diagnosis supported accommodation service for Adults with Serious Mental Illness and entrenched substance misuse (the ‘Service’). The supported accommodation service shall deliver accommodation-based support to 8 adults, with 24/7 staff cover on-site. Most service users have a diagnosis of Schizophrenia and over 70 percent are from a black ethnic group. The Service shall provide long-term, recovery orientated support and stable accommodation to adults with a history of repeat accommodation/placement breakdowns. The Service shall enable individuals to live as independently as possible, delivering specialist dual diagnosis support and interventions whilst working in partnership with health, social care and voluntary and community organisations to support community integration and improved health and well-being outcomes.

Description of the procurement

The contract will be offered for a period of three years (3 years), with an option to extend for an additional 1+1 year (5 years in total) at the Authority’s sole discretion. The annual contract value is estimated to be £174,000.
To deliver the accommodation-based support service, the provider must also source and deliver a building in London Borough of Lambeth which provides 8 self-contained flats for 8 single adults, with communal space and an office on-site. The accommodation must provide a recovery orientated living environment, demonstrating compliance with the necessary health and safety standards, planning permission, occupancy agreements and housing management arrangements to deliver an accommodation-based support service for adults with serious mental illness and substance misuse support needs.
