You are invited to submit your tender for the above works and all relevant documents have been uploaded to the tender portal, for which you should have received an invite.

 

The works centre on the decommissioning and removal of 5nr air handling units currently serving the orthopaedic operating theatres and replacing these with new units. In order to minimise the disruption to the users of the theatres, the works will be undertaken sequentially. The scope of the project also includes the provision of a temporary air handling unit (for use while the replacement works are being undertaken), as well as associated builders works to enable the installation of the new units.

 

For purposes of the Tender, you will be deemed to have visited the site, inspected the drawings and familiarised yourself with the nature of the site, local conditions and complexity of the work etc. With regard to co-ordination and management of the work on site, a Draft Programme is also required.

 

Please note, tenderers should assume that the works will be undertaken on a sequential basis, with the decommissioning and installation of one air handling unit not commencing until the preceding unit has been completed, and is in operation. The Contractor’s programme should assume the works can progress sequentially, although please note as detailed in the evaluation section below, prices are sought for demobilisation and remobilisation costs, should the works need to be put on hold for a period.

 

Please note that all Tender Forms must be fully completed and signed and uploaded. If Tender Forms are returned incomplete, the Tender will immediately become null and void.

 

Please note the form of appointment will be JCT Intermediate Building Contract with Contractor’s

Design 2016 Edition.

 

The intended date for works commencement has yet to be agreed but the Trust are targeting late May 2020. The completion date is to be advised by the tenderer as part of their tender response.

Tender Deliverables and Evaluation

 

Submitted tenders will be evaluated on the following basis:

·         Quality: 40%

 

Please note the non-submission of any aspect of the following deliverables could render the submitted tender null and void.

 

Price Evaluation

 

The price aspect of the tender response will be evaluated on the following basis:

Tenders will be evaluated by awarding the lowest price a score of 40, with all other tenders awarded a score based on their pro-rata deviance from the lowest tender.

Submitted demobilisation / remobilisation costs

 

Please note, it is the intention works will progress sequentially, with the next AHU installation commencing as soon as the preceding AHU installation has completed (and aside from this section, tenderers responses should be submitted on this basis). However, in the event the Trust needs to instruct the cessation of works, the resultant demobilisation

/ remobilisation costs should be submitted.

 

Tenders will be evaluated by awarding the lowest price a score of 5, with all other tenders awarded a score based on their pro-rata deviance from the lowest tender.

Submitted ‘project hold’ inflationary impact

 

Linked to the above, tenderers should submit their proposed method of calculating the cost impact (in the form of a percentage uplift) per month of instructed delay (up to a total 12 month delay).

Proposed Overheads and Profit Percentage

 

In proposing their overheads and profit percentage, tenderers should bear in mind the nature of the works, and that a significant element of the overall project value relates to key items of plant, rather than the completion of works by the contractor.

 

Tenders will be evaluated by awarding the lowest percentage impact a score of 10, with all other tenders awarded a score based on their pro-rata deviance from the lowest tender.

Responses will be evaluated by awarding the submission a score of between 0 – 5, with a score of 0 being awarded if no response is received, or if the response is significantly lacking in a number of key areas. A score of 5 will be awarded for an excellent response.

Reference projects (maximum 3 sides of A4)

 

Three reference projects should be provided, detailing projects completed that are similar in nature, and with similar Clients.

 

Responses will be evaluated by awarding the submission a score of between 0 – 5, with a score of 0 being awarded if no response is received, or if the response is significantly lacking in a number of key areas. A score of 5 will be awarded for an excellent response.

Method Statement for the Delivery of the Works (maximum 2 sides of A4)

 

Submissions should focus not only on how the works will be completed, but how disruption will be kept to a minimum.
