Invitation to tender for the provision of short breaks services

The London Borough of Lambeth wishes to offer an opportunity to tender for the provision of short breaks services in the borough.

Short breaks offer children and young people with disabilities opportunities to engage in positive experiences and activities that help their personal and social development.  Importantly, this service also provides parents and families with an essential and valuable break (or respite) from what can be demanding caring responsibilities. The service will support the approach and the priorities of the Children and Young People’s Plan.

The contract will be let for three years effective from 1 June 2020 until 31 March 2023, with an option to extend twice for one year.  The service user group will be disabled children and young people in Lambeth up to the age of 19 years.

Lambeth Council is seeking to commission a range of safe, supervised, and stimulating opportunities for its service users across the following short break work packages (Lots), as part of a Short Breaks Framework Agreement:

1.    Lot 1: After School Activities

2.    Lot 2: Weekend Activities

3.    Lot 3: Holiday Activities

4.    Lot 4: Delivery of Short Break Activities at the Bolton Crescent Adventure Playground Site for Disabled Children and Young People in Lambeth

Service providers may bid for any combination of the service Lots and there is no limit on the number of Lots that service providers bid to deliver. The service may have scope to provide additional/complementary services. This may be by way of contract variation.

Please note that there will also be an opportunity to bid for Lot 4 of the short breaks contract, to deliver short breaks services from the adventure playground site at Bolton Crescent, with a rent-free lease. Service providers bidding for Lots 1 – 3 are equally eligible to also bid for Lot 4.

The Council welcomes applicants from within the voluntary, charity and social enterprise sectors as well as consortiums and is particularly keen to promote partnership bids and proposals that promote opportunities for inclusive play in universal or mainstream settings.
