The London Borough of Camden (LBC) seeks a suitably experienced organisation to operate, clean and maintain public conveniences at six sites across the borough for ‘zero to minimal’ cost to the council. The toilets are all located inside the borough and vary in size, condition and location. At present there is no funding for a service; it is considered that organisations could provide a service using a number of methods, such as but not limited to ‘pay to use’ options, advertising, sponsorship and partnerships with local businesses and community groups. We are keen to receive your proposals, for if the best solution is at minimal cost then it will not be deemed non-compliant as LBC would seek additional funding sources. The provision of public toilet service will include a licence to the facilities and run for seven years, with three extensions of one year available. This procurement is being undertaken as a competitive procedure with negotiation in accordance with the Public Contracts Regulations 2015.
