This RFP covers The United Kingdom Atomic Energy Authority (“the Authority’s”) requirement for UKAEA to issue a design contract for a hot cell extension at its Materials Research Facility (MRF) at its Culham site in Oxfordshire. This would cover the preliminary and detailed design of:
· Two new hot cells (HC4 & HC5) as an extension of the existing hot cell line, each containing a mobile inner containment.
· The integration of advanced sample fabrication equipment (Viteris VHMC03-UKAEA) and mechanical test equipment (walter+bai LFV-20 kN with climate chamber and furnaces from Severn Thermal Solutions, all supplied by DWE Scientific Limited) into the inner containments from HC4 and HC5 respectively. This would include the provision of all services (power, fluids, cooling, gases, hydraulics) necessary to operate the equipment
· Two fully serviced docking stations in the active store for the mobile inner containments when not in the hot cells.
· Provision of ‘active’ ventilation system to the new cells. In addition, upgrades to the existing ventilation systems on all cells to meet new UKAEA safety requirements. Upon completion of the design contract, UKAEA intend to issue an Invitation to Tender under the Open Procedure for the build of the designed system based upon the procured design.

Precise information on deadline(s) for review procedures:
The authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers.
This period allows unsuccessful tenderers to seek further debriefing from the authority before a contract is entered into applicants have 2 working days from the notification of the award decision to request. Additional debriefing and that information have to be provided within a minimum of 3 working days before the expiry of the standstill period. Such additional information should be sought from the contact named in this notice.
If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2015 (SI 2015 No. 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
Any such action must be brought promptly.
