Description:

Following the announcement of Kingston Upon Hull being awarded UK City of Culture 2017 (CoC 2017), there has been significant public and private sector investment in the arts, cultural and economic assets of the city. Subsequently, the delivery of CoC 2017 and the current focus on maximizing the City of Culture ‘legacy’ has created a changed arts and cultural landscape.   This has happened alongside a national momentum to ensure the arts and cultural sector can contribute to the economic, health and social wellbeing localities as part of a wider ‘place’ agenda over a longer timescale. Emerging aspirations for the cultural and digital agendas from the Government are also beginning to introduce further impact on this landscape.  The Matrix has secured capital funding from the Levelling Up Fund to deliver a range of facilities to enable an increase in jobs & job security, cultural facilities, and volunteering opportunities within the Cultural and Creative Sector. The Matrix will be a multi-use facility primarily to foster creativity, learning and business skills, providing a base and support center for the Creative Industries and others. Facilities within the Matrix will be flexible and changeable allowing a breadth of use.   Hull City Council is seeking to procure consultancy services from a suitably qualified and experienced consultant to inform the Matrix operation. The successful consultant will need to compile an extensively evidenced report after consulting with local companies and using experience of successful projects across the UK.   This consultancy commission is to be funded by the UK Shared Prosperity Fund, and reporting should align with the fund’s requirements.
