In October 2018 West Mercia Police served notice on Warwickshire Police to end the strategic alliance between the two forces. This led to a protracted period of discussion and negotiation before split of the Alliance was confirmed in 2019.
Prior to the Alliance separation, the OCC systems were due to be replaced by a new single system. However following the unexpected termination of the Alliance, a change in the replacement plans meant that the Warwickshire OCC was reliant on core applications that were in a fragile state and required replacing as matter of urgency. Following an in-depth phase of discovery and options analysis in late 2019, an urgent need to complete a migration of the Warwickshire OCC services from a non-compliant shared network to a separate, secure and PSN compliant network by August 31st 2020 was identified.
From a commercial perspective, this was necessary to avoid a circa £1m cost for service management and circuit lease of the existing network contract extension for an additional year.
From an operational perspective, this was necessary to avoid both the risk of losing PSN certification by remaining on a non compliant network post August 31st 2020 and continuation of a fragile, low resilience OCC service post this date.
Following technical discovery, the only viable option was to utilise the incumbent cortex provider (APD). Ensuring access to the specialist knowledge and experience of existing infrastructure and the necessary upgrade and migration activities to meet the deadline of August 31st 2020. As such a direct award was made to APD to deliver the necessary Cortex upgrade.
