Provision of Multi Agency Restorative Justice Hub

The Police and Crime Commissioner for Staffordshire wishes to commission a
suitably experienced and qualified organisation to coordinate the delivery of RJ
services in Staffordshire.
Working under the umbrella of the Staffordshire Victims Gateway service the
successful bidder will provide a central coordination service for RJ referrals across
the criminal justice system in the Staffordshire constabulary policing area who
have been victims of crime.
The successful provider will establish effective partnering arrangements with
statutory and non-statutory criminal justice organisations and make use of
volunteers within local communities to ensure the delivery of a consistent and
reliable range of RJ services to victims across all points of the criminal justice
process at which a need for an RJ intervention might arise, assessing suitable
cases for an RJ intervention and ensuring the provision of appropriate RJ
conferencing services.
Volunteers will be trained in compliance with the Restorative Justice Council’s
Codes of Practice for Trainers and meet the requirements of the Best Practice
Guidance 2011.
Providers are asked to submit proposals based on the option of staff being based
at the providers premises or in remote locations in the local area, at Police HQ in
Stafford or across a mix of options.
The provider will work under the management of the Victims gateway service to
agreed contractual targets and will be expected to ensure robust performance
management to ensure that targets are met.
