Description:

On the 1st of October 2014, the Police and Crime Commissioner (PCC) for 
Derbyshire took over responsibility from the Ministry of Justice for commissioning 
victims services. Alongside the work to implement the Police and Crime Plan for 
Derbyshire in promoting safer communities, the PCC’s primary function in respect 
of victims is to deliver the Victims’ Code of Practice  in line with EU regulations.
The overall vision and ambition is to reduce the number of victims and crimes 
over time, deliver positive outcomes for victims and communities, ensure equal 
access and increase the confidence and number of people coming forward for 
support and/or to report the crime to the police. 
To do this the PCC is working in partnership with Derby City and Derbyshire 
County Councils, Derbyshire Constabulary, the Criminal Justice Service and 
voluntary and public sector statutory providers of services, towards the shared 
ambition of a consistent and seamless victim service across city and county, 
whatever the assessed risk or need.  
To achieve this, the PCC determined to redefine his strategy and delivery model 
in response to a needs analysis that was commissioned and completed in May 
2015. This work included wide consultation with victims’ services and key 
stakeholders in Derbyshire, with victim focus groups, community surveys and 
stakeholder semi structure questionnaires.  
Through this process the PCC was mandated to take the lead in the oversight of 
the delivery and strategy of victim’s services across the city and county, 
monitoring outcomes and facilitating joint work amongst partners delivering 
support services for victims. 
It is in this context that the Commissioner now wishes to procure a Support 
Service for Young Victims of Crime in Derbyshire operating from 1st April 2016.
