Framework Agreement for the provision of Vulnerable Victim and Counselling Services to Bedfordshire only

The Police and Crime Commissioner for Bedfordshire requires a Vulnerable
Victim and Counselling Service as set out in the statements of requirements. the
Police and Crime Commissioner (PCC) for Bedfordshire invites application for
service delivery for up to three years to provide a county wide restorative justice
service. The Commissioner aims to make restorative justice available across
Bedfordshire, to those harmed by crime and anti-social behaviour, at all stages of
the criminal justice system.
Bedfordshire Police require these services for two years with an option to extend for a further 12 months. Suppliers may submit a bid for one or all lots. Please note that for lot 3 - restorative justice, there are two options available. These are either train the trainer or outsourcing. Suppliers can submit a bid for both, however Bedfordshire will only award one. This will be based on which option provides best value for money.
The core purpose and aim of the proposed services
will be to provide services for victims of crime and
Anti-Social Behaviour specifically trying to prevent
individuals and families becoming victims of crime in
the future.
The core purpose of the proposed services is to
provide counselling services for vulnerable victims of
Domestic Abuse and Sexual Violence. Provision is
also expected for children and young people who
have been witness to domestic abuse or sexual
violence. The aim of the service will be to help the
service user; cope, recover and move on.
The core purpose of the proposed service will be to
provide restorative justice services to all victims who
are eligible and wish to take part. This will be done
whilst training Bedfordshire Police Officers to provide
restorative justice also to enable a sustainable
provision for restorative justice in Bedfordshire.
