    II.1.4)

Short description of the contract or purchase(s)

This VEAT notice is for the award of a 12 month contract to Cambridgeshire and

Peterborough NHS Foundation Trust (CPFT) for the provision of an Integrated

Mental Health Team within the Constabulary Force Control Room.

The justification for the award of a 12 month contract extension is the continued

access to the RiO case management system which is restricted to CPFT staff only

and to move away from this system would mean losing a lot of historical data. The

CPFT have indicated they would have to seek the permission of each and every

client to provide their personal data – many of the people the provider work with

may not have the ability to give such permission. Therefore another provider

would be unable to access the information the officers and staff need to make

informed decisions about the care of someone in crisis. This is the crux of the

    service.

Justification for the award of the contract without prior publication of a contract notice in the Official Journal of the European Union (OJEU):
    Directive 2004/18/EC
    1) Justification for the choice of the negotiated procedure without prior publication of a contract notice in the OJEU in accordance with Directive 2004/18/EC
The works/goods/services can be provided only by a particular tenderer for reasons that are:
connected with the protection of exclusive rights

Additional works/deliveries/services are ordered under the strict conditions stated in the Directive: no
New works/services, constituting a repetition of existing works/services and ordered in accordance with the strict conditions stated in the Directive: no
Service contract awarded to the successful candidate or one of them after a design contest: no
All tenders submitted in reply to an open procedure, a restricted procedure or competitive dialogue were irregular or inacceptable. Only those tenderers were included in the negotiations which have satisfied the qualitative selection criteria:  no
    2) Other justification for the award of the contract without prior publication of a contract notice in the OJEU
The contract falls outside the scope of application of the Directive
The justification for the award of a 12 month contract extension is the continued access to the RiO case management system which is restricted to CPFT staff only and to move away from this system would mean losing a lot of historical data. The CPFT have indicated they would have to seek the permission of each and every client to provide their personal data – many of the people the provider work with may not have the ability to give such permission. Therefore another provider would be unable to access the information the officers and staff need to make informed decisions about the care of someone in crisis. This is the crux of the service.
