West Midlands Fire and Rescue Authority are tendering for a Framework
Agreement for the supply of High Visibility Surcoats, Class 3 and Class 2 for UK
Fire and Rescue Services. The surcoats will include Incident Command roles for
the incident ground as instructed by National Operational Guidance for Fire and

West Midlands Fire and Rescue Authority are establishing a framework agreement for the supply of High Visibility Surcoats for a period of four years. The framework could be accessed by over fifty UK Fire and Rescue Services through direct call off orders.

Firefighter’s in the UK wear high visibility surcoats over their personal protective equipment (PPE). The surcoat design should aid breathability to reduce heat exhaustion through dehydration. Fire and Rescue Services (FRS’s) use a range of different colours and role names to distinguish between the different roles being carried out on the incident ground. National Operational Guidance (NOG), the foundation of Incident Command gives clear identification of command roles. The Authority is seeking companies that can supply high visibility surcoats across two Lots:
Lot 1- High Visibility Jackets Class 3 including National Incident Command Roles conforming to BS EN ISO20471:2013
Lot 2- High Visibility Tabard Class 2 including National Incident Command roles conforming to BS EN ISO20471:2013
Companies are invited to bid for all or any of the available lots. It is the preference of the Authority that all the above Lots will be awarded to a single Tenderer. However, should it be more economically advantageous to do so, the Authority may award separate contracts for each Lot or a combination of Lots to separate Tenderers.
Economic Operators must be experienced in this field and be able to demonstrate its technical competence.
Economic Operators should also have or be prepared to obtain £5m public and products liability, £5m employer’s liability and be able to prove their financial stability. Economic Operators that cannot meet the requested turnover of £1,600,000 must be able to provide a guarantee from either a parent company or bank, failure to demonstrate this will result in a bid being rejected.
It is anticipated that the contract value for the framework agreement will be in the region of £800,000. Contract award is expected to be at the beginning of March 2016 with a go live date of 1st April 2016 (subject to contract signing).
Economic Operators who meet all of the mandatory requirements as set out in the Tender Evaluation Questionnaire will have their technical questions, pricing and social value elements evaluated.
Economic Operators are asked to carefully consider whether they can meet the mandatory requirements in the Tender Evaluation Questionnaire and whether they could potentially provide an ongoing supply of surcoats across UK Fire and Rescue Services for the term of the framework agreement.

West Midlands Fire and Rescue Authority will incorporate a standstill period at the point of information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides timefor unsuccessful tenderes to challenge the award decision before the contract is entered into The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
