    Total quantity or scope:

    Intensive supported living is the highest level of supported living offered in the pathway and will require significant support staff and clinical input. It is an innovative model that has been developed in Camden and has had success at supporting people to live more independently from settings such as residential care; rehabilitation and forensic pathways and in-patient settings. We are seeking a provider that can build on this success through demonstrating an effective

    integrated staffing model capable of working successfully with this client group. We are seeking 27 places across a minimum of 2 buildings. We are specifying a minimum of 2 buildings as we want to ensure that our services don’t replicate more institutional models and we think there is benefit in working with this service user group in smaller numbers.

    The 27 places have a key role to play in the delivery of Camden’s pathway approach to recovery from mental ill health. The service sits at the intersection the health and social care system through facilitating people to move out of health settings and use health services in a more planned way and then move onto appropriate less intensive settings. We seek to work with a provider who can manage this complexity and ensure people are able to move in a timely way, including through proactively unblocking barriers.

    The Council is adopting a Competitive Procedure with Negotiation (CPWN) as described in the Public Contract Regulations 2015.

    The CPWN is a new procedure that allows the Council the opportunity to advertise the service requirement receive initial tenders and then negotiate with suppliers following receipt of initial tenders with a view to improving the tenders that are received. Following the negotiation stage, final tenders will be invited from tenderers and these will be evaluated in accordance with the Criteria set out in the following section. At the conclusion of the process it is the Council’s intention to award a contract to the most economically advantageous tenderer. The council reserves the right to down select tenders based on the evaluation panel’s scoring of award criteria between initial tender and negotiation stage but also the council reserves right to take all bidders through.
