The overview of the requirement includes but not limited to;
Forensic Medical Examiner Services
Sexual Assault Referral Services
Management Provision of Sexual Assault Referral Centres
The service locations have been separated into LOTs as follows;
Lot 1 – Bedfordshire and Cambridgeshire
Lot 2 – Essex
Lot 3 – Hertfordshire
The four geographical areas have common ‘core requirements’ which are
common across the four locations and ‘local requirements’ which are specific
requirements to the Lot.
The Authorities are inviting tenderers to bid for any or all Lot (s)
The Police and Crime Commissioner for Hertfordshire as the lead Authority
reserve the right to award a contract to any or all Lots 1, 2, and/or 3 following the
completion of a successful tender process.
The Police and Crime commissioner(s) for Bedfordshire, Cambridgeshire, Essex and Hertfordshire and NHS England are seeking bids from suitable suppliers for Sexual Assault Referral Services. The overview of the requirement includes forensic medical examiner services to victims of sexual assault and management provisions of the Sexual Assault Referral Centre’s.
The service locations have been separated into LOTs as follows;
Lot 1 – Bedfordshire and Cambridgeshire
Lot 2 - Essex
Lot 3 – Hertfordshire
The four geographical areas have common ‘core requirements’ which are common across the four locations and ‘local requirements’ which are specific requirements to the LOT.
The Authorities are inviting tenderers to bid for any or all LOT (s)
The contract shall be in place for a period of 3 years with the option to extend for 1 year.
The contract shall be in place for a period of 3 years with the option to extend for 1 year.
36 month contract with a 12 month extension option

The above estimated value of £3,967,748,00 is separated into the following;
Bedfordshire Circa £2,159,420.00 is the anticipated lifetime value of the contract which includes 3 years +1 year extension.
Cambridgeshire Circa £1, 808,328.00 is the anticipated lifetime value of the contract which includes 3 years +1 year extension.

Circa £2,009,872.00 is the anticipated lifetime value of the contract which includes 3 years +1 year extension.
It is the intention for the Authorities to utilise Regulation 57 - Exclusion Grounds of The Public Contracts Regulations 2015 for this tender process.
The opportunity to respond to Regulation 57 - Exclusion Grounds is provided to suppliers in the initial assessment - Form C, 1(b) Grounds for discretionary rejection.
If the Authorities become aware of any supplier responding incorrectly to any of the exclusion criteria, regardless of the stage of the process, they will be automatically eliminated from the process.
