Description:
This procurement relates to the provision of a patient telephone system. Rampton Hospital is one of three high secure hospitals in England and forms part of the Forensic Services Division of Nottinghamshire Healthcare NHS Foundation Trust. The aim of this tender is to replace the existing Patient Telephone System (PTS) at Rampton Hospital. The PTS provides an important service to the patients that reside at Rampton Hospital and is available for use between 08:00 and 22:00 hours (outside of these requires authorisation by staff). Rampton High Secure Hospital is bound to comply with the Secretary of State’s Directions – The High Security Psychiatric Services (Arrangements for Safety and Security) Directions 2013, associated Directions Guidance and any direction given by the Care Quality Commission under regulation 4(2) of the Additional Functions Regulations 2011 • Direction 31: Patients’ outgoing telephone calls; • Direction 32: Patients’ incoming telephone calls; • Direction 34: Monitoring telephone calls . The Rampton Hospital Patients Telephone System must comply with these Directions – compliance is independently audited, on an annual basis, by the National Offender Management Service Audit and Compliance team. Areas of non-compliance may result in major or minor non-compliances that could negatively affect the reputation of both Rampton Hospital and Nottinghamshire Healthcare NHS Foundation Trust. Major non-compliance could result in the licence to provide high security services being reviewed. The current PTS was procured prior to 1999 as an expansion of the existing Hospital telephone switch (Philips 3000). It’s a cashless system, with call credits imported through integration with the Hospital Patients Cash System (via CSV) and recording of calls via further integration with a Nice Systems voice recording system. The agreement shall be for the provision and implementation of the solution and support for a period of up to 5 years.
