Title attributed to the contract: Provision of Vendor Management and Partnership Relationship Services
Description:

1.1  The scope is limited to the contractual relationships between BT plc and 
both Surrey and Sussex Police for Network Services under he South East Police 
Shared Network Services Agreement (SEPSNSA) Framework and Data Centre 
Hosting (Surrey only). 

1.2 SEPSNSA commenced in June 2013 ( Surrey) and December 2013 (Sussex) 
with initial  7year term and option for up to 3 year extension. The Data Centre 
Hosting Agreement commenced November 2013 with  initial 5-year term and 
option for up to 5 year extension. 

1.3 The contracts are manged within the ICT function, which until recently 
comprised separate teams for Surrey and Sussex. This has now been merged 
into a Joint ICT Service provision for both Forces. Sussex will lead on behalf of 
both Forces in appointing the chosen contractor to fulfil the requirements 
detailed herein.

1.4 The contracts have resulted in numerous performance issues and this needs 
to be improved in  terms of the perception of Senior Leadership Teams across 
both Forces.  Senior ICT Leadership believes this can be achieved through a 
structured progaremme and mutual co-operation between the parties. 

1.5 We are now seeking a provider who has a strong track record of designing 
and implementing proven structured processes for contract service and 
relationship improvement and related experience in identifying options in the 
event such improvement is not forthcoming.
