Provision of Gritting & Snow Clearance Service
Nottinghamshire
This procurement relates to the provision of a proactive and reactive gritting
service to all sites (as per appendices) so as to provide sites that are ‘so as far
as is reasonably practicable’ free from the hazards that may cause slips trips or
falls and for the safe passage of pedestrians and/or vehicles, caused by the
build up of ice from inclement weather.
The agreement shall be for 3 years, from the commencement date of 16th
November 2015, with an option to extend by a further year.
The Supplier shall provide a comprehensive proactive & reactive gritting and
snow clearance service that is responsive to weather conditions in order to:
* Maintain sites that are ‘as far as is reasonably practicable’ free from the risks
and hazards from ice formation and the build-up of snow as detailed in the
Service Specification.
* Maintain and facilitate the smooth running of core Trust operations ensuring full
access to Trust facilities, minimising noise and disturbance at all times. All work
shall be carried in a suitable manner minimising disruption to the sites and to the
delivery of its core services.
* The Supplier shall provide and maintain safe logical and clear vehicle and
pedestrian circulation routes across the Trust sites that are DDA compliant and
accessible to all users.
The agreement shall be for an initial period of three years (36 months) from the commencement date, with an option to extend by one period of twelve (12) months.

The Authority reserves the right to require groupings of economic operators to take a particular legal form or to require a single economic operator to take primary liability for a contract to be performed by a group of economic operators or to require each party to undertake joint and several liability in respect of the entire contract irrespective of the form the grouping takes.

The agreement shall be for an initial period of three years with and option to extend for a further 12 months. The commencement date shall be the contract signature date.
Nottinghamshire Healthcare NHS Foundation Trust will allow a standstill period at the point the decision regarding the award of the contract is communicated to tenderers. The standstill period shall be in accordance with Public Contracts Regulations 2015 Regulations 49, Directives (2014/24/EU) Part C Annex V. The Regulations provides for aggrieved parties who have been harmed, or are at risk of harm by a breach of the Regulations to take legal action. Any such action must be started in the High Court within the applicable limitation period.
The purpose of the standstill period referred to above is to allow aggrieved parties to apply to the Courts to set aside the award decision before the contract is entered into.
