Tender 18711 - Mechanical and Electrical Maintenance Contracts
London
The London Borough of Camden invites expressions of interest for five contracts as follows: • Contract 1: Mechanical maintenance and servicing; est. £5.4 million p.a. • Contract 2: Maintenance of individual heating systems; est. £2.9 million p.a. • Contract 3: General electrical systems maintenance; est. £2.7 million p.a. • Contract 4: Lift Maintenance; est. £900,000 p.a. • Contract 5: Ancillary Services Maintenance; est. £1 million p.a. The services relate to infrastructure and installations associated with Camden’s housing stock. Each contract will last five years and may be extended by up to a further five in accordance with the contract conditions. The estimated value of each contract given above is at 2015 prices. Further detail of the scope of the contracts and the properties covered is in the PQQ Briefing Note in the documents section of the PQQ. Each of the contracts is a “lot“. Applicants must complete a separate pre-qualification questionnaire and upload their section H responses and all supporting documentation separately for each lot they wish to apply for.

The contract may be extended up to a further 5 years from 01/04/2021 at the Contracting Authority‘s sole discretion.

Contract 1: Mechanical maintenance and servicing.
Estimated value ~£5.4 million per annum.
Mechanical contractor to provide resilience lead and planned preventative maintenance and repairs in the following service areas:
Communal heating
Heat metering
Bulk gas
Water mains, risers, tanks
Remote monitoring
Co-ordination lead with utilities
The contract may be extended up to a further 5 years from 01/04/2021 at the Contracting Authority‘s sole discretion.
Total estimated value is for 5 years at 2015 prices.
Contract 2: Maintenance of individual heating systems.
Estimated value ~£2.9m per annum.
Comprehensive service for planned preventative maintenance of and reactive repairs to individual heating systems and gas carcassing. The contract will also contain provision for installation of new boilers and systems.
The contract may be extended up to a further 5 years from 01/04/2021 at the Contracting Authority‘s sole discretion.
Total estimated value is for 5 years at 2015 prices.
Contract 3: General electrical systems maintenance.
Estimated value ~£2.7m per annum.
Electrical contractor to provide resilience lead and the following service areas:
Lateral mains, risers
Estate lighting
Lightning protection
Fire protection
Mechanical ventilation
Co-ordination lead with utilities
The contract may be extended up to a further 5 years from 01/04/2021 at the Contracting Authority‘s sole discretion.
Total estimated value is for 5 years at 2015 prices.
Contract 4: Lift Maintenance.
Estimated value ~£0.9m per annum.
Comprehensive service for planned preventative maintenance of and repairs to lift installations.
The contract may be extended up to a further 5 years from 01/04/2021 at the Contracting Authority‘s sole discretion.
Total estimated value is for 5 years at 2015 prices.
Contract 5: Ancillary Services Maintenance.
Estimated value ~£1m p.a.
Single supplier to provide planned preventative maintenance and reactive repairs to the range of services below:
Door entry systems
Roller shutters
IRS
CCTV
Stairlifts
The contract may be extended up to a further 5 years from 01/04/2021 at the Contracting Authority‘s sole discretion.
Total estimated value is for 5 years at 2015 prices.
The Contracting Authority will set out its requirements in the tender documents. A parent company guarantee or performance bond may be required. The Contracting Authority reserves the right to require deposits, guarantees or other forms of security.
Payments will be made in accordance with the standard terms of payment detailed in the tender documents.
Providers applying as a consortium or joint venture must provide full details of each member of the consortium and confirm that the grouping is a legal venture with joint and several liabilities. Each member will be jointly and severally responsible for the performance of the contract. In the case of a consortium bid a lead contractor will be required to represent the consortium.
The Contracting Authority reserves the right to require applicants to meet certain economic, social and environmental conditions which will be set out in the Invitation to Tender (ITT).
The base conditions of contract will be those set out in the NEC3 Term Service Contract 2013.

(1) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(2) All candidates will be required to provide statements of accounts or extracts from those accounts relating to their business.
Applicants will be required to complete a Pre-Qualification Questionnaire (PQQ) consistent with the provisions of Articles 45 to 50 of Directive 2004/18/EC and Regulations 23-26 of the Public Contracts Regulations 2006(as amended).
In order to be considered those expressing an interest must have a minimum annual turnover of twice the estimated annual value of the contract being applied for and a current ratio more than 0.6. These requirements are based on the medium risk status set by the Contracting Authority for this contract.
The Contracting Authority will assess applicants financial risk status based on high, medium or low risk. The assessment will consider all of the information provided by applicants.
The Contracting Authority utilise financial assessment techniques in line with Cabinet Office “Supplier financial appraisal guidance” document issued in 2001 and updated in April 2008.

For each lot those aplicants meeting the financial and other basic criteria relating to sections A to I (but excluding section H) (including the financial criteria) of the pre-qualification questionnaire will have their responses to section H of the pre-qualification questionnaire scored in accordance with the criteria set out in section H and the highest scoring 5 applicants for the lot will be invited to tender for the lot provided that they have also scored at least 60% for their reponse to section H of the pre-qualification questionnaire.

Bidders need to be aware that, should they be shortlisted, they will be asked to propose solutions to deliver the social, economic and environmental benefits specified in the Invitation to Tender and to pay the National or London living Wage to employees including their sub-contractors working on LB Camden contracts in accordance with the criteria set by the Living Wage Foundation. Tenderers should be aware that the Contracting Authority reserves the right to hold interviews during the tender process. These might be scored as part of the tender,in which case the relevant criteria will be specified in the Invitation to Tender documents. Please note, the London Borough of Camden is committed to improving road safety and reducing the risk that large vehicles (over 3.5 tonnes) pose to vulnerable road users. Should you be successful and operate large vehicles, you will be asked to meet specific Work Related Road Risk requirements by the contract start date or within a specified timeframe.
Please note that TUPE may apply to this contract. The Council will issue a Statement of Position on TUPE along with the tender documents.
In accordance with Regulation 32 (Information about contract award procedures).
Regulation 32A (standstill period), Regulation 47 and Regulations 47D to 47N (inclusive) of the Public Contracts Regulations 2006 (as amended). The contracting authority will incorporate a standstill period at the point of information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
