Explanation
The contract was issued as a call-off through YPO's DPS CATEGORY 1056 - METERING AND METER DATA SERVICES. As the meter's in question are pre-installed in almost 40,000 Sheffield Council housing properties, it was seen as appropriate to use the framework and evaluate only one bid - that of the supplier with the IP rights to said meters.under paragraph 2bii of Regulation 32.
