Family Hubs Services: Lot 1 Family Hubs Core & Family Support Provision and Lot 2 Family Hubs Day Care Provision

Lot 1 Family Hubs: Core & Family Support: includes delivery of universal & targeted support, advice & activities for children & families & the delivery of family support, with a focus on targeting vulnerable families & contributing to the priority outcomes. Delivery must be at 13 specific sites in Calderdale, and at community venues & as outreach, as well as delivering virtual & digital provisions.
Lot 2 Family Hubs Day Care: the provider must deliver the service as part of a wider Family Hubs offer, offering early education & childcare in line with the Early Years Foundation Stage statutory Framework. The successful provider must deliver, 326 registered day care places across 9 established day care locations, delivering services within the Family Hubs within each location. The provider must ensure each Day Care setting is registered with Ofsted.
The same provider can bid for either or both Lots and details will be provided in the tender documents of how to indicate Lot preference.

Main site or place of performance:  

Lot 1 Family Hubs Core & Family Support: includes delivery of universal & targeted support, advice & activities, & family support, with a focus on targeting vulnerable families & contributing to the priority outcomes. Delivery must be at 13 specific sites in Calderdale, but also at community venues and as outreach, as well as delivering virtual & digital provisions, to ensure that services are accessible to families living across the borough of Calderdale. There must be a consistent approach to assessment, planning, delivery & evaluation across the Service. The core element of the service must be delivered to children aged under 5 years & their families. Family support & outreach services will be delivered to children pre-birth to 19 years (up to 25 years SEND) and their families but with service priority allocated to children under 5 years and their families. The Provider will be expected to flex the provision in each local area to achieve priority outcomes, to reflect local needs and assets and in collaboration with local families. Lot 2 Family Hubs Day Care: the provider must deliver the service as part of a wider Family Hubs offer in Calderdale, offering early education and childcare in line with the Early Years Foundation Stage statutory Framework. The successful provider must deliver, 325 registered day care places across 9 locations in Calderdale, delivering services within the Family Hubs within each location. Although this is a universal provision, there must be a focus for the day care delivery on meeting the needs of vulnerable children and for children eligible for the Government funded childcare and early education entitlements. The provider must register each Day Care setting is registered with Ofsted. The service will form part of the whole system approach to early years provision, working closely in partnership with the Council and other early years partners, as part of the Family Hubs partnership. The same provider can bid for either Lot /both Lots.

Lot 1 services are run from approximately 13 council-owned /leased premises across the Borough of Calderdale. These are based across the Borough of Calderdale from Brighouse to Todmorden with the majority clustered around the Halifax area (a full list of premises will be included in the Service Specifications when published).
Lot 2 services will be run from approximately 9 of the 13 council-owned / leased premises across the Borough of Calderdale.
The successful provider of Lot 1 will have responsibility for the full space allocated within the relevant building, for delivery across the two Lots, and they will be required to allow usage of the day care space to the Lot 2 provider. The full terms of occupancy (lease/occupancy agreement) will be made available with the tender documents, when published.
There will be opportunity during the tender period for site visits to two of the sites/premises. This will be by official arrangement/invitation only for tender participants as services are currently delivered from the sites and disturbance must be kept to a minimum.
The procurement will be run in compliance with the Public Contract Regulations 2015 if published prior to 28th October 2024 (date of implementation of the Procurement Act 2023) and in compliance with the Procurement Act 2023 and associated Public Contract Regulations if published after that date.
The Transfer of Undertakings Protection of Employment Regulations 2006 (TUPE) may apply to this opportunity. Tenderers are referred to the Invitation to Tender document and information that has been provided by the current service providers (that will be included in the tender documentation when published). The information relates to staff who may be affected by the prospective transfer and who may transfer should there be a change of provider. In addition, some of the staff team are ex-local authority staff who remain members of the Local Government Pension Scheme (LGPS) and tenderers are referred to the supporting document(s), (included in the tender documents – when published), from the West Yorkshire Pension Fund containing information about pensions for these staff.
