Short description
Greater Manchester Combined Authority (GMCA), as the contracting authority for Greater Manchester Police, seeks to appoint a software developer to provide a solution that can support GMP’s intelligence directorate with the ingestion, cleansing, integration and analysis of digital data for policing purposes.
Prior to any procurement process, GMP will undertake a period of market engagement. Interested parties are invited to complete a short questionnaire which will allow GMP to better understand the current market and assist the Force in the development of the final specification and most appropriate route to market.
Potential providers should register their interest via the Bluelight system (https://uk.eu-supply.com/login.asp?B=UK) then download and complete a copy of the questionnaire before returning it also via the Bluelight system.

Description of the procurement
The solution sought by GMP must be able to:
● Support the analysis of large volumes of data in various formats (structured and unstructured) stored in different databases, some of which must be accessed independently.
● Support the complete analytical process in a single system that minimises the need to create spreadsheets or copies of information that is already captured in police systems.
● (Semi) automate the analytical process by introducing tools that support analysts in efficiently processing and interpreting data.
● Support the identification of individuals, groups, high risk events and locations, as well as new trends, crimes series and themes, and be able to a risk assessment process that can help to ‘surface’ high-risk individuals and groups, as well as categorising (by risk) the full population of known offenders and victims.
● Be able to work across multiple themes or business areas and identify cumulative risk.
● Match the accuracy of a human worker thereby freeing up staff and/or officer time to focus on activities that require more advanced human intervention.
The Authority is looking to appoint a supplier with an existing viable software offer, though GMP is willing to work with the successful supplier to further develop and refine the proposed solution.

This is a Prior Information Notice. Tender documents have not yet been issued for this contract. The procurement is expected to start in October 2024.
