Justification:  
The Contracting Authority has previously undertaken a tender process which needed to be abandoned and recommenced in line with the Regulations. The Contracting Authority has an urgency to undertake the tender process to identify a suitable supplier for the the provision of the identified services to ensure critical infrastructure is available to undertake the delivery of public services for protection and prevention of life/damage to property. In addition the provision of the services is critical to ensuring compliance with legal requirements around the safe operation of such critical infrastructure.
