LiveWest Energy Efficiency Retrofit Contracts

Reference number:  Ech1254

LiveWest are seeking expressions of interest from suitably skilled and experienced Suppliers to deliver Energy Efficiency Retrofit works across four geographical areas across the Southwest of England (Bristol, Bath and West of England; North Devon and South Somerset; South Devon and Cornwall) to bring all properties EPC C or below up to EPC C standard, currently around 8,000 properties.
The contracts will be for a potential period of 15 years, with an Initial term of 5 years followed by two potential 5 year extensions.
The Contracts seek to offer the benefits of best practice in contract delivery and collaborative working practices for LiveWest and will be procured using the Competitive Dialogue form of procurement in accordance with Regulation 30 of the Public Contracts Regulations 2015.

Energy Efficiency Retrofit Works - Cornwall

Lot No:  1

Main site or place of performance:  

Lot 1 will cover Energy Efficiency Retrofit work across Cornwall.
Expected work under the contract will include Insulations works; (EWI/IWI/Cavity/Loft/Suspended Floors/Room in Roof/Flat Roof Insulation/Cavity wall extraction (where applicable)), A++ windows/triple glazed and doors replacements. Roof replacements incorporating new insulation, Energy efficient condensing gas Boilers with A+ efficiency rating, Solar/PV panel system with Battery Storage, Air Source Heat Pumps, Ground Source Heat Pumps, Combined Heat and Power Systems (CHP), District Heating, Infrared Heating, High Heat Retention Storage Heaters, Electric Boilers, Hybrid Heat Pumps (Hydrogen boilers combined with electrically driven heat pumps), MVHR (Mechanical Ventilation with Heat Recovery), Smart Technology.

Participants can bid for all lots, but can only be awarded a maximum of two lots. Should a bidder be successful at Final Tender stage for more than two lots, they will be asked to select which of the lots won they would like to be awarded.
The lots they choose to 'step aside' on will be awarded to the second place participant.
Although Contracts will be awarded on a regional basis as per the lot structure, LiveWest reserves the right to issue work to the supplier in any other lot, should they desire.
For example, if there is a requirement for work under Lot 1 and the awarded Contractor is unable to complete this within the required timescales, then LiveWest can then access Lot 2 as an alternative
LiveWest reserves the right to cancel the procurement and not to proceed with the contract at any stage of the procurement process. LiveWest also reserves the right not to award the contract. Nether LiveWest, Echelon nor any person on whose behalf this procurement is undertaken is to be liable for any costs incurred by those expressing an interest or tendering for the contract.
