Description of the procurement

As part of our ongoing AMP8 Procurement Programme United Utilities is looking to procure partners to provide essential audit and assurance activities and provide consultancy services including project and programme management.
This framework will support United Utilities during the AMP8 and AMP9 programmes which will involve major capital investments in the North West region.
Service required will include but is not limited to;-
Commercial Assurance & Resource:
The Consultant works with the commercial teams to provide strong project / technical knowledge, considering the different forms of actual cost reimbursement under the various contracts and then appropriately administering contractual entitlement i.e. identification of disallowed costs etc. However, due to constraints on time, work volume, auditing skills within the teams and lack of interrogation software; it is not always possible or practical for the commercial teams to undertake the required forensic / deep-dive audits.
Commercial Consultancy:
The Consultant provides Commercial Consultancy services that shall support the Employer during the AMP8 programme which will involve major capital investments in the North West region. In addition to the AMP8 programme, the Consultant may be required to provide services in respect of the close out of AMP7 and in support of AMP9 programmes. The AMP8 programme will require input from a range of third-party contractors and consultants in addition to the Employer’s own resources. The Employer may also require services to support the Employer’s Water Asset Management programme and Asset Maintenance programme during AMP8.
Project & Programme Management:
A Partnership developed between the existing UU Programme Management group and the appointed Consultant(s). The aim being to integrate the Consultant(s) and the existing organisation and thus bring better value to the delivery of the UU Capital Programme through innovation and knowledge sharing.
Key Information
Pre-qualification will take place via the EU Supply/Mercell e-tendering portal with a prior call to competition via the Find a Tender Service (FTS).
