Procurement for a supplier to provide the following: • Stakeholder engagement – supporting WYCA and four local authorities (LAs) to define stakeholders’ roles; preparing an engagement plan; engagement activities to ensure a credible, cohesive and sustained approach to governance and delivery of the LAEPs. Organising stakeholder events • Representing the regional area and its energy system; spatial mapping; identifying relevant data sources and analysing them; reviewing outputs with stakeholders • Modelling options for the future to decarbonise the regional area; establishing potential scenarios and modelling approaches with stakeholders; modelling a range of costed options and assessing them • Refining scenarios and selecting pathways through techno-economic analysis; evaluating wider factors; engagement with stakeholders • Assessing national, regional and local policy at the level of government and key stakeholders • Desk research and overview of consumer acceptance of and preference for different technologies, based on income quintiles/deciles • Creating LAEPs for the four LAs • Ensuring that all five LAEPs are aligned in terms of topics addressed and cross-boundary opportunities • Drafting an overview report of the LAEPs for the five LAs (including Calderdale). This will bring together the content of each LAEP, address cross-boundary issues, etc • Actions, priorities and decisions – assessing the pathways to identify interventions and timelines for deployment with: - Diversity/flexibility in different places - Priority project identification - Long-term (opportunities for scale up) • Revising finalised LAEPs to take account of any significant policy, technological or regional/local changes
