Bids are invited from suitably qualified and experienced suppliers to submit a tender for the provision of multi-disciplinary design consultancy services to provide the Authority with detailed designs to deliver an integrated package of public realm works which will complement the wider investment in public spaces and key heritage assets across the city of Kingston upon Hull. The scale (value) of the whole project is circa £5.42m. A phased delivery is envisaged over a 2-3 -year period. The Authority is now seeking Multi-Disciplinary Design Team (“MDT”) Consultancy from suppliers that can provide a full design service, incorporating highway civils, structural, M & E, landscaping, wayfinding, surveying, and NEC contract administration, to reinvigorate the public realm in 3 locations. The MDT should be led by an Accredited Landscape Architect, Urban Designer or Streetscape specialist. Heritage expertise is also essential. The MDT shall act as Principal Designer for the Scheme.

Description of the procurement

Bids are invited from suitably qualified and experienced suppliers to submit a tender for the provision of multi-disciplinary design consultancy services to provide the Authority with detailed designs to deliver an integrated package of public realm works which will complement the wider investment in public spaces and key heritage assets across the city of Kingston upon Hull. The Authority has been successful with a National Highways Designated Funds bid to deliver a range of public realm improvements in key locations across the city centre. The Authority has allocated further funding to the project from its capital programme, and the scale (value) of the whole project is circa £5.42m. A phased delivery is envisaged over a 2-3 -year period. The Authority is now seeking Multi-Disciplinary Design Team (“MDT”) Consultancy from suppliers that can provide a full design service, incorporating highway civils, structural, M & E, landscaping, wayfinding, surveying, and NEC contract administration, to reinvigorate the public realm in 3 locations adjacent to historic docks and within the Old Town Conservation area, including Princes Dock Street, Humber Dock Street and part of High Street. The MDT should be led by an Accredited Landscape Architect, Urban Designer or Streetscape specialist, with relevant experience in the design of high quality, multi-functional public spaces. Heritage expertise is also essential to ensure that the design respects and responds to the historic environment as well as providing opportunities for storytelling and public art. The MDT shall act as Principal Designer for the Scheme to ensure all construction and engineering risks are dealt with in accordance with the Construction (Design and Management) Regulations 2015 (“CDM Regulations 2015”), and a pre-construction phase Health and Safety file is compiled for a smooth handover to the construction phase. It is intended that the successful supplier is retained beyond the Design Stage to provide NEC contract management and ongoing project support during the delivery of the subsequent Public Realm construction works.
