The Council is seeking to procure an experienced and qualified operator to manage selected Leisure Centres, Golf Courses, The English Institute of Sport and Ice Sheffield venue within the City. This is an exciting opportunity for an organisation to partner with the Council to manage key sporting and Leisure facilities within the City. The Leisure facilities in scope are as follows: From January 2025(current Trust arrangement to dissolve December 2024). Ponds Forge International Sports Centre English Institute of Sport Ice Sheffield Hillsborough Leisure Centre Concord Sports Centre Springs Leisure Centre Heeley Pool and Gym Beauchief Golf Course Birley Wood Golf Course – with the option by the Authority to remove this course if required Tinsley Golf Course From April 2026 (these are currently under a separate third-party operator until March 26) Graves Health and Sports Centre Thorncliffe Health and Leisure Centre Wisewood Sports Centre

The Council has provisionally secured c£100m of capital funding to invest into the Leisure Estate with proposals over the term to replace three major Leisure facilities in the City - Hillsborough, Concord and Springs – and make improvements to Ponds Forge. Please also note that the estimated contract value is based on the estimated facilities turnover across the maximum contract term.
