The City of Doncaster Council is seeking an appropriately qualified/accredited organisation to issue fixed penalty notices on its behalf, for offences relating to: • Environmental Protection Act 1990, S87 under powers provided by Section 88, to include fly tipping S33, left waste, dropping of litter, chewing gum, cigarette ends. • Schedule 3a Environmental Protection Act, 1990 Free distribution of literature – without a permit where applicable. • Dogs (Fouling of Land) Act 1996 Section 3 as amended. • Smoke Free Legislation Health Act 2006 section 7(1)b. • Anti-social Behaviour Act 2003 • Anti-social Behaviour, Crime and Policing Act 2014 - Public Space Protection Orders. • The Road Traffic Management Act 2004 penalty charge notices (PCN’s) The service shall include scope to potentially increase this to other offences in the future. As such, the City of Doncaster Council is seeking to award a contract to a suitably experienced and qualified organisation that can provide uniformed enforcement officers and the necessary infrastructure, for the delivery of dedicated enforcement services and associated gathering of evidence in support of an enforcement service across multiple sites and local authority areas as managed by the City of Doncaster Council. The contract will commence on 1st December 2023 and run for a period of 3 years until 30th November 2026. There is also an option to extend the contract by two (2) twelve (12) month periods at the sole discretion of the council.
