South Yorkshire ICB and partner local authorities have worked together during the past two years to identify the current and future housing needs of people with a learning disability and/or autism. This need has been clearly articulated in the South Yorkshire 2022 Market Position Statement (MPS) launched in July. As part of their efforts to meet the level of need identified in the MPS, South Yorkshire ICB (Doncaster Place) and Doncaster City Council are seeking a housing provider to work with them to develop a cluster of individual bespoke supported living services to facilitate the discharge of four individuals who are currently detained as inpatients in specialist hospitals. All the individuals have diagnoses of some, or all, of the following conditions: • Autism • Emotional unstable personality disorder • Learning disability The intention is that all four individuals will be supported by the same care provider and by locating the individual properties within 10-15 minutes’ drive of each other it will help the care provider to build in some resilience to the care and management arrangements, allowing greater flexibility in the levels of care offered to each of the four individuals depending on their presenting needs. It is also hoped that by developing a cluster of individual services, it will help facilitate care being provided in the least restrictive way wherever possible. The purpose of this Request for Information (RFI) is to seek the views from registered housing providers, who are compliant with the Regulator of Social Housing on the deliverability of the proposed project and understand any barriers to delivery which Commissioners need to be made aware. The responses will help inform the Commissioner’s approach to the project which will inform the decision making process to determine if a formal procurement exercise to identify a suitable housing provider with which to work to bring this development to fruition will be the next step.
