Explanation
Following 2 unsuccessful tender processes, contract was awarded via the Exception to Competition route.
First process was an Open tender opportunity launched March 2022 – no bids were received.
Second process was a Restricted tender opportunity launched April 2022 - the bids had to be rejected, all for different reasons, and the tender process was abandoned.
