Short description
NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of NHS England– Midlands and NHS Derby and Derbyshire ICB (referred to as the Commissioners) wish to invite suitably experienced and qualified providers to undertake an 18-month caretaker contract to provide Primary Care Medical Services for St Thomas Road Surgery, Derby.
During the caretaking arrangement, it is envisaged that a re-procurement will be undertaken for a longer-term contract. The Commissioner is seeking a short-term contract due to commissioners not being able to conclude the recent procurement due to exceptional circumstances.

Description of the procurement
St Thomas Road Surgery is located at the Lister House Building 207 St. Thomas Road, Derby. St Thomas Road Surgery shares the building with another local GP Practice.

The key objective of this procurement is to commission safe, high quality and value for money Primary Medical Care Services for the local population who will be served by the GP practice in Derby City. Improving patient outcomes, the ability to effectively manage potential patient care backlogs, patient safety and experience is of high importance.
The Commissioners will be looking for bids that will increase and improve access to services. The services will need to demonstrate how improvements to health care outcomes are made and reductions to health inequalities for patients living in the locality.
Key points for consideration for interested providers are:-
-Must be able to demonstrate an ability to mobilise service provision within a 2-week timeframe to ensure a service commencement date from 1 October 2022.
- Must have an awareness of the local population, key priority areas, neighbourhood and working collaboratively with local providers to deliver services.
- Requires recruitment to fill appropriate staffing positions.
- The current practice provides Primary Medical Services, including Health Needs Assessment for residents staying at the contingency hotel in Derby City. This patient cohort will continue to be registered at St Thomas Road Surgery.
The new contract is required to start on 1 October 2022. The current weighted patient list size is 4,239 with a raw list size of 4,832 as of July 2022. The estimated contract value for the service provision resultant of this procurement will be £633,942.45 based on GMS Global Sum over the lifetime of the contract (18 months). The Commissioner can make available some additional funding to support the preferred bidder if this is required. This funding is capped at £400,000.
The contract to be entered into will be in accordance with the NHS Standard Alternative Provider Medical Services Contract.
