The University is seeking to appoint a customs agency to provide the full range of customs services for importing & exporting goods.  
The stated highest contract value is an estimate based on a maximum contract term of 3 years (including contract extensions).  The true cost of the University's requirements isn't known; more information about historical expenditure is given in the tender document.
