Short description
The Police & Crime Commissioner for Warwickshire (The Authority) is seeking to establish a contract for the scrapping, recycling or sale by public auction of seized, collision damage and crime related vehicles. This may be awarded to one contractor for the scrapping, recycling and sale by public auction, or to two contractors; one for the scrapping and recycling and another for the sale by public auction of seized vehicles.
It is the intention of the Authority to obtain the best available financial return on vehicles with the least possible overheads while maintaining an ethical and lawful operation in every aspect.
Please note contract values provided are indicative only and based upon income received by the disposal supplier(s), Warwickshire Police and the recovery agent.

Description of the procurement
The Police & Crime Commissioner for Warwickshire (The Authority) is seeking to establish a contract for the scrapping, recycling or sale by public auction of seized, collision damage and crime related vehicles. This may be awarded to one contractor for the scrapping, recycling and sale by public auction, or to two contractors; one for the scrapping and recycling and another for the sale by public auction of seized vehicles.
End of life vehicles are to be disposed of through licensed Authorised Treatment Facilities (ATF) in accordance with End of Life Vehicle (ELV) Regulations, as per European Regulations Directive 2000/53/EC dated 18th September 2000 (End of Life Regulations).
Scrap Metal Dealers Act 2013 and Scrap Metal Dealers Act 2013 (Commencement and Transitional Provisions) Order 2013 (SI 2013/1966) – it is a requirement of the contract that every Motor Salvage Operator (as defined by the Act) being used for the scrapping or dismantling of vehicles will be registered and licences by the local authority within whose areas they have their site.
It is the intention of the Authority to obtain the best available financial return on vehicles with the least possible overheads while maintaining an ethical and lawful operation in every aspect. If there is one contractor vehicles may be scrapped, dismantled or sold as assessed by this contractor; however, if there are two contractors, Warwickshire Police Vehicle Recovery Team will assess and decide which vehicles will be scrapped/recycled and which will be sold via public auction.
The contract shall be for an initial period of 3 years with the option to extend for up to a further 2 years.
Price is not the only award criterion and all criteria are stated only in the procurement documents
