Short description

The London Borough of Havering ("LBH") sought expressions of interest from suitably skilled and experienced Contractors to deliver a programme of planned roofing under a 5-year JCT Measured Term Contract (with a schedule of amendments). The estimated annual value of the Contract is £1.68m, giving a total estimated Contract value of £8.4m over the five years. However, there is potential for the value to increase to a maximum of £18m over the Contract Term.
LBH followed a two-stage Restricted procurement process under the Public Contracts Regulations. Full details of the requirements and instructions were included in the procurement and Tender documents.

Description of the procurement

The London Borough of Havering ("LBH") sought expressions of interest from suitably skilled and experienced Contractors to deliver a programme of planned roofing under a 5-year JCT Measured Term Contract (with a schedule of amendments). The estimated annual value of the Contract is £1.68m, giving a total estimated Contract value of £8.4m over the five years. The works will include a range of roofing types and systems plus associated works including fascias, soffits and rainwater goods plus PV/solar panels. Works will be delivered under a blend of archetype, SOR and quotation-based pricing.
LBH followed a two-stage Restricted procurement process under the Public Contracts Regulations. Full details of the requirements and instructions were included in the procurement and Tender documents.

Additional information

London Borough of Havering Council (“LBH”) have decided to abandon this procurement exercise. LBH have changed their approach internally with regard to asset management and will be taking a different approach to the procurement of a single-element renewal contract. LBH understands that the procurement exercise cannot be reopened and would like to thank all bidders for their continued patience
