Short description
NHS England intends to invite additional providers to join the ICF.
NHS England Increasing Capacity Framework Agreement. The National Health Service Commissioning Board (which uses the operational name ‘NHS England’) has established a framework for clinical services titled Increasing Capacity Framework (ICF) under the light touch regime, and has entered into a framework agreement with each provider appointed to the ICF.
The services in scope are:
1) NHS inpatient and outpatient (including full supporting pathology and imaging) services and urgent elective care and cancer treatment to service users in line with nationally set criteria;
2) NHS inpatient non-elective care (either direct admission or transfer from an NHS organisation). The ICF may be accessed by NHS England and all CCGs, and NHS Trusts and Foundation Trusts across England and their successor bodies.

Description of the procurement
NHS England Increasing Capacity Framework Agreement -
The intention is that a Framework Agreement will be entered into by NHS England on behalf of all Contracting Authorities with each provider assessed as capable through this procurement process (a “Provider”). Once the Framework Agreement has been set up, contracts based upon the NHS Standard Contract or Sub-Contract may be placed by a Contracting Authority with any Provider holding a Framework Agreement covering the relevant Services required by that Contracting Authority. It is the intention that in accordance with the Framework Agreement, each Contracting Authority, may enter into a separate NHS Standard Contract or Sub-Contract with any Provider, for the Services.
The procurement is expected to be awarded 30th June 2022 to enable Framework Agreements to be signed by successful bidders in advance of the fixed start date of 1st August 2022.
The Framework Agreements will have a fixed term ending on 20th November 2024 with no option to extend.
The estimated value is based on a potential upper value over the duration of the ICF and actual value will depend on actual demand.
Price is not the only award criterion and all criteria are stated only in the procurement documents

Additional information
All existing Providers on the ICF that have already entered into a Framework Agreement had been sent a notice of extension on or around the date this ITT was published. All existing Providers' Framework Agreements will therefore expire on the same date as a framework agreement that is awarded pursuant to this ICF refresh procurement process.
