Description:
Short breaks are services that local authorities have a statutory duty to provide to assist parents and others who provide care for disabled children and young people. This enables parents and carers to care for their children or do this more effectively. Short breaks not only provides a break for parents and carers, but can also lead to improved quality of care being provided. This results in better outcomes for the disabled child and the wider family. This includes reduced family breakdown and reduced likelihood of requests for residential school provision. The provision of short breaks also supports the Council’s approach to meeting the needs of children with complex needs and reducing the need for high cost out of borough placements. The contract is divided into three lots: 1. Early Year's Support 2. Group Based Support 3. One to One Home and Community Based Support Each contract for each lot will be for an initial period of 3 years with the option of 2 extensions each of one year at the sole discretion of the council. The Services come under Chapter 3, Section 7 (Social and Other Specific Services) of the Public Contracts Regulations 2015. Under Regulation 76, the Council has decided to use the Open Procedure under the PCR light touch regime.
The service will provide a targeted service that allows for greater flexibility to engage children with special educational needs and disabilities aged 0-3 years and their families, focusing on engaging children with SEND most at risk of poor outcomes. See Specification for more detail.
This service will offer a combination of buddying and transitions support to improve independence and wellbeing for disabled children and young people aged 13 to 18 through a range of fun activities in the local community that builds social skills and resilience. See Specification for more detail.
The service will provide planned periods of 1:1 short breaks to families/carers of disabled children and young people aged 5-18. See Specification for more detail.
