Short description

Winchester City Council seeks to appoint an experienced leisure operator to manage Meadowside Leisure Centre in Whiteley. The contract will be for 15 years from Q1 2021. The Centre (PO15 7LJ) was built in 2000 and extended in 2010-11. It includes a 3-court sports hall, 32-station health and fitness gym, dance studio, meeting rooms, 2 small-sided 3G pitches (35m x 18m) and circa 50-space car park (which is free of charge). As part of the opportunity, the Council welcomes any investment proposals to improve the facilities on offer. The Services Specification, Leisure Management Agreement and associated documents will follow the principles of the Sport England Leisure Procurement Toolkit.

Description of the procurement

The contract falls within Schedule 3 of the Public Contracts Regulations 2015 and is being procured via a hybrid of an open type procedure with the Council reserving the right to negotiate at its sole discretion.

A clarification event will be held virtually on 3 November via MS Teams and available to all potential bidders. Details will be issued after the publication of the tender and nearer the time of the event.
