In accordance with best procurement practice, EU and UK Procurement Directives and Regulations, the Contracting Authority sought to establish a framework via the Open Procedure(as defined in the Public Contracts Regulations 2015 (Regulation 27)). After the evaluation of the tenders received, the Contracting Authority concluded that "no suitable tenders" (as set out in PCR 2015 (Regulation 32(2)(a)) had been submitted in response to the Open Procedure ITT. As such, in accordance with 32(2)(1) PCR 2015, the Contracting Authority converted to the negotiated procedure without prior publication.
