The National Fire Chiefs Council (NFCC), in consultation with its members, has identified a preference for the future procurement of Emergency Response Equipment and Associated Services, to be undertaken on a ‘sector led’ basis i.e. a lead Fire and Rescue Service. West Midlands Fire and Rescue Authority (the Authority) has agreed to take the role of ‘Lead Authority’ to establish a Framework Agreement for Supply and Delivery of Emergency Response Equipment and Associated Services on behalf of the Participating Services, Participating Customers and their Agents. The Authority is conducting a tender exercise in accordance with the provisions of the Public Contracts Regulations 2015, following the open tender procedure. The new Framework Agreement will be available to access by the Participating Services, which shall include the Fire and Rescue Authorities in England; Scotland; Wales; Northern Ireland; the States of Jersey; Guernsey and Isle of Man; including their trading arms and community interest companies; their successor authorities; and their nominated agents. It is possible that, during the life of the Framework Agreement, some of the Fire and Rescue Services listed below will undergo a change of governance, for example by merging with other fire or police services or through the replacement of the governing Fire Authority with Police and Crime Commissioners. Any successor Authority will continue to have access to the Framework Agreement.
