Short description

The Police, Fire & Crime Commissioner of North Yorkshire (PFCC) has awarded a framework agreement for a period of four years. The framework has been established with a single source supplier to provide a dedicated hosted Community Messaging System/Software, support and maintenance of the system, implementation and delivery of the system including training to users. Please note that this is not an exhaustive list. The framework is available to access by the PFCC/PCC and Chief Constables of the following forces: North Yorkshire, West Yorkshire, South Yorkshire, Humberside, Durham Constabulary, Cleveland and North Yorkshire Fire and Rescue Services (NYFRS). Participating authorities shall create their own Call Off Contracts based on their individual needs.

Description of the procurement

The Police, Fire & Crime Commissioner for North Yorkshire (PFCC) has awarded a framework agreement for a period of four years. The framework has been established with a single source supplier to provide a dedicated hosted Community Messaging System/Software, support and maintenance of the system, implementation and delivery of system including training to users. The framework is available to access by the Police, Fire and Crime Commissioner for North Yorkshire on behalf of itself and the Chief Constable of North Yorkshire, the Police and Crime Commissioner for West Yorkshire on behalf of itself and the Chief Constable of West Yorkshire, the Police and Crime Commissioner for South Yorkshire on behalf of itself and the Chief Constable of South Yorkshire, the Police and Crime Commissioner for Humberside on behalf of itself and the Chief Constable of Humberside , Durham Constabulary (The Office of the Durham Police Crime and Victims Commissioner), the Police and Crime Commissioner for Cleveland on behalf of itself and the Chief Constable of Cleveland and North Yorkshire Fire and Rescue Service (NYFRS). Participating authorities shall create their own Call Off Contracts based on their individual needs.

Additional information

The Office of the Police, Fire and Crime Commissioner for North Yorkshire (OPFCC) has awarded a framework agreement for the provision of a dedicated hosted Community Messaging System. For further information follow the link below:

The PFCC expressly reserves the right:
(a) not to award a framework agreement as a result of the procurement process commenced by publication of this notice; and
(b) to make whatever changes it may see fit to the content and structure of the tendering competition and in no circumstances will the PFCC be liable for any costs incurred by the tenderers. If the PFCC decides to enter into a framework agreement with the successful supplier, this does not mean that there is any guarantee of any subsequent call off contracts being awarded. Any expenditure, work or effort undertaken prior framework agreement award is accordingly a matter solely for the commercial judgement of potential suppliers.
The duration referenced in Section 11.2.7) is for placing call off contracts.
The value provided in Sections 11.1.5) and 11.2.6) is only an estimate. The OPFCC cannot guarantee to the supplier any business through this framework agreement.
