The NWUPC is seeking to establish a multi-provider Framework Agreement on behalf of the members of APUC, CPC, HEPCW, LUPC, NEUPC, NWUPC and SUPC for Washroom Services.
This Framework Agreement will commence on 1st May 2021 for an initial period of thirty-six (36) months until 30th April 2024 with the option to extend the Agreement for 12 months until 30th April 2025 subject to satisfactory Economic Operator performance.
The agreement is split into fourteen (14) lots. Lots 1-13 cover the supply of Washroom Services on a regional basis. Lot 14 covers Period Dignity Solutions.

Description of the procurement

This procurement is driven by the continued demand for a compliant and accessible route to market for the members of the participating consortia, for the full complement of services and products required to create and maintain a clean, safe and pleasant washroom environment.
It is a mandatory requirement that all awarded suppliers are able to provide the following services/products:
• Hygiene Waste Collection and Disposal Services
• Air Care Products & Replenishment Services
• Hand Care and Drying Products and Services
• Vending Solutions
In addition to the above, the Framework Agreement includes the provision of the following services within the scope of the agreement on a non-mandatory basis:
• Water Management Products and Services
• Clinical Waste and Sharps Disposal
• Matting
• First Aid Products & Replenishment Services

Description of the procurement

This lot has a dual purpose of seeking to tackle period poverty with a focus on eliminating the mass consumption of period products using single use plastic.
The lot covers the supply of both reusable and non-reusable period products which are safe, sustainably sourced, and with a low environmental impact.
Access to the products and support services in this lot will be for students, staff, and the wider community where the community is engaged in a period dignity scheme led by a Member of a participating consortium. Sales may be through the institution or direct from the end user. This may include product delivery to the premises of the Member or, where required, delivery to a personal address.
