Short description

PIN and early market engagement with respect to the option to procure a new construction professional services framework. The Metropolitan Police Service (MPS) is considering the procurement of a new professional services framework for building design and related construction professional services and is initially seeking to engage with the market to gain views from interested suppliers on the structure of the new framework. Interested suppliers should register their interest through the EU Supply portal to receive a pre-market engagement questionnaire to be returned using the MPS email address by the deadline date.

Additional information

On behalf of the Mayor’s Office for Policing & Crime (MOPAC), the Metropolitan Police Service (MPS) has a requirement for a new Construction Professional Services Framework and seeks feedback from suppliers as part of a market research exercise as notified within the above referenced PIN. In addition to the above, the purpose of the PIN is to establish supplier interest in a possible future tender opportunity for the MPS.
The MPS requires multi-disciplinary design services for projects and programmes of construction work schemes requiring mainly intermediate value refurbishment and adaptation of existing buildings with a small number of medium sized new build schemes across a number of sites within the MPS estate commencing early 2022 to 2025. The anticipated future MPS estate will comprise of circa 150 buildings.
The MPS intends to develop a specification of requirements document for the tender process, which may include the following core discipline requirements:
• Multi-disciplinary design services (incl. Principal Designer)
• Lead designer (Architecture and/or Engineering (incl. Principal Designer))
• Security design
• Engineering (M&E, civil, structural, fire)
• Project Management
• Cost Management (Quantity Surveying)
• Building Control
The requirement will be for construction professional services for projects or programmes of work that do not exceed £5m in value. Projects over this threshold will be supported by the sourcing of professional services from a compliant external framework.
The professional services required would encompass the full range of deliverables as identified by the RIBA Plan of Work 2020 edition, Work Stages 1 to 6. Supplementary requirements would be required by the MPS so that services are provided which align with MPS, Commercial and key stakeholder’s particular requirements i.e. security, design standards, social value obligations.
Subject to final specification requirements, the MPS may seek to appoint one or more suppliers to one or more framework lots aligned to one or more of the above core disciplines.
Please note that none of the information submitted by you as part of this market engagement will be used in any way for future supplier selection or tender evaluation purposes. Information gathered is strictly only for market research and to inform the MPS of future scope of services and sourcing options that may be available.
Interested parties and suppliers are invited to submit feedback in response to a questionnaire and to confirm their interest in a possible future tender opportunity to offer relevant professional services to the MPS.
This PIN is not a call for competition and a contract notice will be published in compliance with UK Public Contracts Regulations 2015.
