Short description

The Police & Crime Commissioner for Cumbria (Commissioner) is intending to undertake a market engagement event and procurement exercise. In order to implement the National Police Chiefs Council (NPCC) Out of Court Disposal (OoCD) strategy together with an early intervention offender management programme, providing a disposal framework in Cumbria named Pathways.
Pathways Support Workers will identify the root cause(s) of offending, refer to prescriptive interventions while addressing underlying vulnerabilities and/or issues with appropriate partner agencies.
Aims/objectives:
Ensure offenders face consequences.
Reduce repeat offending.
Improve detection rates.
Reduce the number of victims.
Improve the quality of service for victims whilst increasing engagement and participation in
the OoCD process.
Improve the sense of community wellbeing through reducing the fear of crime.
Reduce demand on front line officers.

Description of the procurement

The Commissioner will be holding market engagement events on Thursday 10th December 2020 (10:30hrs to 11:30hrs) and Friday 11th December 2020 (10:30hrs to 11:30hrs) via MS Teams video conference, to present the requirements, service expectation and the proposed procurement process. There will also be a Q & A session for suppliers. Both event dates will present the same information & follow the same format. If interested in attending, please register on the EU-Supply portal (see I.3 Communication section above in this document for URL). Once registered, you will have access to further background documentation, and to attend the market engagement event use the messaging facility to state the date you would like to attend, providing details of your attendees, including the name of company and the names and e-mail addresses for your proposed attendees. The cut off date to register to attend the market engagement events is 11:00hrs Wednesday 9th December 2020.
The competition process is envisaged as being based on the Light Touch Regime and modelled and underpinned on the Open Procedure. The Anticipated contract duration would initially be 3 years from 1st April 2021 to 31st March 2024 with the possible option to extend by 12 months plus 12 months subject to suitability and funding provision.
The Commissioner has estimated the value range for the 3 year initial contract period to be £570,000.00 to £640,000.00.
