Description of the procurement

The United Kingdom Atomic Energy Authority owns and operates the Culham Centre for Fusion Energy (CCFE) which is the UK's national laboratory for fusion research. CCFE is based at Culham Science Centre in Oxfordshire.
The Authority is responsible for the operation of the JET (Joint European Torus) facilities, via a contract between itself and the European Commission. JET is the world's largest magnetic fusion experiment and is still at the forefront of fusion research and is closely involved in testing plasma physics, systems and materials for ITER. The JET facilities are collectively used by all European fusion laboratories under the EUROfusion consortium. About 350 scientists from Europe, plus more from around the globe, participate in JET experiments each year, co-ordinated by a programme management unit.
The UK fusion programme is centred on the innovative MAST (Mega Amp Spherical Tokamak) experiment which is also based at CCFE and employs around 150 people.
In support of the above work, the Authority has a requirement for the Supply of Safety Case and Peer Review Support Services.
The Authority has awarded two contracts to two Suppliers. One Supplier will receive a contract for Safety Case Support Services; and a further Supplier will receive a contract for Peer Review Support Services.

The authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers.
This period allows unsuccessful tenderers to seek further debriefing from the authority before a contract is entered into applicants have 2 working days from the notification of the award decision to request. Additional debriefing and that information have to be provided within a minimum of 3 working days before the expiry of the standstill period. Such additional information should be sought from the contact named in this notice.
If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2015 (SI 2015 No. 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
Any such action must be brought promptly (generally within 3 months).
