Explanation
The Authority has a requirement to upgrade its current e-business suite software, which will become unsupported in 2021, to a supported Cloud based system. The software is used to manage business critical functions such as Finance, Payrolls, HR, Procurement and Organisational Development. Oracle’s latest Software as a Service (SaaS) cloud based
offering provides the best means to replicate current functionality and provide a basis for transformation.
The Authority has been using the existing on premise Oracle systems for a number of years and as such has invested a large amount of resources into operating the systems and software. Moving away from Oracle would cause technical and migration difficulties and the cost to change to a different system would be prohibitive.
Upgrading the current system will protect and future proof business critical functions; Oracle UK Ltd are the only provider of the Cloud based Oracle Fusion and so there is a lack of competition in the market for technical reasons as set out in Regulation 32(2)b(ii) of the Public Contracts Regulations 2015.
