- The procurement falls outside the scope of application of the directive
Explanation
The Royal Wolverhampton NHS Trust (RWT) are extending their Community Continence Contract, Ref:ID-101a - expiry 18th September 2020 , by a 6 month period in line with PCR 2015 - regulation 72(1) (c) and PPN 01-20. The value of the 6 month extension is £199,858.45, which does not exceed 50% of the total contract value of £1,598,867.60 for the previous 4 year contract period. A procurement process will take place during the 6 month extension period
The Royal Wolverhampton NHS Trust are utilising Regulation 72(1)(c) due to the Covid-19 pandemic. The procurement process, which was due to begin March 2020, was placed on hold as the Integrated Supplies & Procurement Department (UHNM-RWT) focussed on obtaining PPE and ensuring urgent and critical contracts were in place in order for the Trust to continue delivering an appropriate response to the COVID-19 pandemic. The Community Service Users were also focused on the COVID-19 response, which ensured that appropriate supplies and medication was delivered to their patients throughout the government issued lockdown.
The Community Continence contract is a key service, which includes the bulk delivery of continence products and the provision of an IT System which manages the patient’s requirements, delivery addresses and medication reviews; failure to extend this contract for a 6 month duration under Regulation 72(1)(c) will result in a significant disruption to the service, which will pose a potential clinical risk.
The procurement is covered by the Government Procurement Agreement
