  • Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive
Explanation
The COVID-19 outbreak has given rise to an urgent need for the supply of Courier Services due to centralised deliveries and onwards distribution of PPE which was previously delivered direct to MPFT's 250 individual sites. This did not give Midlands Partnership sufficient time to comply with the standard open procedure timescales for this procurement. Midlands Partnership considers this to be a state of urgency which it has duly substantiated. Accordingly, Midlands Partnership is using the procedures permitted under the Public Contract Regulations 2015 regulation 32 in respect of this procurement”.
