The associated services fall within the ‘Light Touch Regime (LTR)' governing procurement of Health, Social, Education and Other service contracts. NHS England and NHS Improvement, and NHS Arden and Greater East Midlands CSU (AGCSU) as its representative, do not hold themselves bound to any part of the Public Contracts Regulations (2015), save those applicable to LTR provisions.

Description of the procurement

AGCSU on behalf of "NHS England and NHS Improvement - Specialised Commissioning Team" is inviting suitably qualified and experienced providers to submit their bids for delivering the specialised critical care ambulance transport service for the East Midlands region including Coventry & Warwickshire.
NHS England and NHS Improvement - Specialised Commissioning Team will be the contracting and commissioning authority for the contract resultant from this procurement and the contract will be held between them and the successful bidder.
The key objective of this procurement is to select a provider for delivering the specialised critical care ambulance transport services, to support:
• neonatal critical care (NCC);
• paediatric critical care (PCC); and
• Extracorporeal Membrane Oxygenation (ECMO) services for paediatric and adult service users
It is anticipated that the service provision resultant of this procurement will have an annual agreement value of: £1,750,000 per annum (excluding V.A.T.)
Based on 5 + 2 (potential extension) = 7 years contract it is anticipated that the total contract value for this procurement is likely to be around £12,250,000.

As a result of this procurement, an agreement will be established with the successful Bidder(s) for a period of 5 years with The Commissioner(s) having the option to extend the contract twice for 1 year at a time subject to annual reviews. In short, the contract duration will be for 5 years + 1 + 1 (two 1-year possible extension subject to annual reviews) = 7 years.
