Short description

The Mayor’s Office for Policing and Crime (MOPAC) as the contracting authority is re-tendering the National Legal Services Framework (NLSF) for the supply of legal services to a range of public bodies. This includes the GLA functional bodies, Police Forces, Police Authorities, and various other public bodies including all local authorities in England, Wales and Northern Ireland (together these bodies are referred to throughout as the “Participating Bodies”). A full list of all eligible customers can be found in the Framework Agreement, Schedule 12 ‘List of Participating Bodies’. The services are to be called off over a 4 year period. The MOPAC initially invites participants to complete the SSQ, who are suitably experienced firms of solicitors in tendering for a framework agreement, using the Restricted Procedure.

Description of the procurement

The MOPAC initially invites participants to complete the SSQ, who are suitably experienced firms of solicitors in tendering for a framework agreement, for the following five Lots of legal services (with Lot 1 being split into two Lots) using the Restricted Procedure: Lot 1A Procurement, Contract and Commercial and Governance: Complex Projects and Disputes Lot 1B Procurement, Contract and Commercial and Governance: Business as Usual Lot 2 Civil Litigation and Personal Injury Lot 3 Employment Lot 4 Property - Commercial, Residential Property and PFI Please note that 1a and 1b are two distinct Lots, which will have their own pricing and requirements. Firms can bid for both and be appointed to both if successful.

Additional information

The contracting authority intends to use an e tendering system in this procurement exercise. A) Organisations wishing to be considered for appointment as a provider of these services must submit a completed SSQ in compliance with the instructions and within the prescribed deadline; B) Applicants must supply all the information requested. Failure to do so may result in their application being rejected; C) The tender and all supporting documents must be priced in pounds sterling and all payments made under the contract will be in sterling; D) The contract shall be made in England according to English Law and shall be subject to the exclusive jurisdiction of the English courts; E) All documentation must be completed in English; F) All discussions, correspondence and meetings will be conducted in English; G) The contracting authority reserves the right not to make any award and reserves the right to accept all or part of any tender unless the tenderer expressly stipulates otherwise in the tender; H) The Freedom of Information Act (FOIA) 2000 applies to this Contracting Authority.
