IV.1)

Description

IV.1.1)

Type of procedure

Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below
  • The procurement falls outside the scope of application of the directive
Explanation
The Force currently use Oracle e-Business Suite for core processes of the Finance and HR Functions, including Payroll. The current versions of Oracle being utilised are now due for upgrade and Oracle have confirmed will go out of support.
An upgrade to v12 brings no additional functional benefits and the only purpose of the upgrade would be to maintain support.
A decision has been taken internally that a move to Oracle Fusion (Cloud) is the preferred option as this would deliver the greatest benefits to the Force and offers the greatest scope for future development and a long term solution.
In order to do this the Oracle licencing needs to be upgraded to Fusion Cloud.
The cost of moving to a new system in its entirety is cost prohibitive to the force and this supports the decision to upgrade to fusion cloud.
